Why does a file have an empty cloud ?

I am having trouble opening iCloud files, many have Clouds that have no arrow inside ...?

MacBook Pro 15″, macOS 10.12

Files with a cloud with no arrow are ones that are already have a local copy on your Mac. Hover the cursor over the cloud icon in Finder and it should display the word "Downloaded."

In my case, since I have not turned on the Optimize Mac Storage option for iCloud Drive in System Preferences, all of my iCloud Drive files have that icon.


Can you give more details about "trouble opening"?
