13 pro max will not charge above 96%

My 13 pro max will not charge beyond 96%. I have tried with hard reset and also with restoring firmware from iTunes which didn’t work.

But I have noticed something odd today morning. After it reaches to 96%, by unplug and restarting my phone, it goes to the 100%.

Is it a hardware or software issue?
