iPhone 11 Pro not restarting

I keep having the storage almost full message pop up. I clear videos and photos and still pops up. I delete videos and then they pop back up again and won’t delete from camera roll.

my phone has now gone black screen with the buffer wheel thing. I then force restart and it eventually goes to the apple logo. This stays on for 5 minutes and then I get my Lock Screen. I login and my Home Screen appears and with only half the apps showing then will go to black screen and buffer again. This has happened 6 times now and I can’t get my working.

please someone help
