The second time may have been for something else.

it seems like that you are being charged twice so for me I suggest that you request a refund Request a refund for apps or content that you bought from Apple – Apple Support (AU)


things to consider when refunding. You may lose access to certain things if your refunded. Not everything is refundable. And it will take 24-48 hours
