iCloud Photos on a PC

At first I could download 1000 iCloud photos to my PC but now I can't even download 5 at once. How can I fix this?

Hi, I perform update to iCloud weekly , but for any reason, the latest photo are 22-Oct-2022, all rest photo are not uploaded to the iCloud, although I have enough space on the cloud. Combining photo libraries I have a 40k Icloud photo library which I am currently restoring to my new M2 macbook air. I also have 30k photos stored on the internal HD of my iphone14 including 00's of photos taken on my new phone which are not in the macbook library. What is the best way of combining both libaries without duplicates?
