iPhone XR with iOS 15 installed can’t connect
I have an XR that has IOS 15 and will not let me update to 15.4 and will not let me pair to an apple watch

What happens when you go to Settings -> General -> Software Update?

You need good Wi-Fi connection.
If they are On, turn Off Hotspot & VPN.
