Location services hollow arrow

So I notice after the iOS 14.4/14.4.1 update Everytime I go to plug in my iPhone 12 and it’s connected to WIFI, the hollow location services arrow comes on and won’t turn off unless I turn my phone off and back on again or I disable Siri/Dictation for using my location. Is this a bug? Because it never did this before. Any help helps

After the latest update the Siri and dictation app leaves a hollow arrow on all the time I had to disable the location on the app to get it to go away is this a bug can this be fixed
