I can’t get my safari icon to show up. I don’t see any restrictions and I can’t find it in any folders

Safari cannot be deleted: Delete built-in Apple apps from the Home Screen on your iOS 14 or later or iPadOS device or Apple Watch - Apple Support

If you have either Screen Time or Focus enabled, disable those features. Screen Time and Focus are common sources of confusion, and of confounding behaviors.
