iPad only phone

I just put a sim in my iPad mini. I do not have a phone icon. I have service only on this iPad. My phone is on a different carrier. Is there not a way to make a call from the iPad?

You may be able to make calls with FaceTime, Whatsapp, or similar services, but the SIM card in an iPad only gives access to cellular data, it cannot be used to make and receive calls.
