If you want to be sure the Apple developer team will see this, send a bug report. You can use the feedback form:

Photos for iOS - Feedback - Apple

If only the camera photos are no longer appearing in My Photo Stream, right after the iOD 15.4 upgrade, you should change the format Settings for the Camera. The upgrade has changed how HEIC photos are handled. Previously, HEIC photos have automatically been converted to JPEGs when added to My Photo Stare. This is now no longer happening. as HEIC images cannot be transferred by My Photo Stream, they are not appearing in My Photo Stream.

You may want to change the Settings > Camera > Formats. Set it to "Most Compatible", if it should currently be set to "High Efficiency".

Then try again to take a normal photo (not Live, not a video) and see, if it will appear in my Photo Stream.

It would be better to abandon My Photo Stream and switch to the successor iCloud Photos. It offers a much better syncing and is continually updated for the new media formats. it can handle videos and Live Photos and Portrait Mode photos, while My Photo Stream cannot handle any videos or Live Photos at all.

My Photo Stream has not been properly updated to support new image formats since 2015, when Photos with iCloud Photos replaced iPhoto and Aperture. My Photo Stream is only available for users with an older AppleID who still may be using iPhoto and Aperture, which are not supporting HEIC and the other new media formats taken by new iPhone models either.
