Hi, is there any update to the iphone camera vibration notice (https://support.apple.com/en-us/HT212803) following the development of vibration dampeners such as Quadlock?

No that is still the advice and you might keep an old spare iphone if you want satnav on a bike. Even a bicycle. The iPhone 13 uses a mechanical device for image stabilisation which is even more sensitive to vibration than the OIS in iPhone 12.
