Two Finger Scroll Often Fails to Work

When I want to scroll up and down through a display list, the two-finger scroll works several times in a row, but regularly fails to work. This happens once in about a dozen scroll gestures. It simply refuses to respond to my scroll gesture, and I have to do it again in order to get it to scroll again. This just started after I upgraded from Big Sur to Monterey. On Big Sur, my scroll gestures were never intermittently ignored. Apple seems to have decided their input devices were working too well and they needed to break them. ;-) Has anyone else had this problem, and does anyone know of a fix?
