The way that your ATV4K box and Siri Remote controls volume/mute depends on your audio setup and TV model (what your ATV4K automatically senses at the other end of its HDMI cable), as do the related options you'll see within the ATV4K's Settings app.

If you're using a soundbar or AV Receiver that's connected to the ATV4K & TV using HDMI, things should work automatically via HDMI CEC (Consumer Electronics Control) -- provided: 1.) your TV / Receiver / Soundbar settings are configured to have CEC enabled, and 2.) your ATV4K Settings > Remotes and Devices > Control TVs and Receivers = On (and your Volume Control is set to Auto).

If you're using your TV's internal speakers, it'll also be automatic with most modern TVs, but the remote will use IR to control volume. Here's Apple's recommended reading: If you can't control your TV or receiver with your Apple TV Remote.

In some cases, the remote simply gets confused, gives bizarre results and needs to be reset -- if that appears to be the case, see If your Apple TV remote isn't working - Apple Support.
