Can't delete iCloud photos

So I have 200GB worth of iCloud photos that I'm trying to delete. I have it backed up, so my only goal is deleting it from iCloud right now to free up the space. There are 20,000 photos/videos and I've deleted half of them. I also deleted them from the recently deleted. However my space in iCloud has not freed up and is still showing full. Did I just delete half my photos/videos for nothing? Why can't I get that free space back?

Also I logged into iCloud in a browser and behold, all my deleted photos are STILL THERE. Why is this so unintuitive? I've never seen a glitchy software from apple. This is incredible frustrating.
