KeyboardID refuses to turn on. double-pressing power button simply is not working

I have a new Mac Studio and Studio display. I've carefully followed the instructions

(severak times) to turn on keyboard touch id, but when I get to the pate "double press

the power button to secure connect keyboard nothing happens. I repeat the double press

several times with no success. I've also used the usb cord and waited a minute. Icon

appears saying board is connected, but still nothing happens when I do the double press routine?
