After updating my iPhone XS to IOS 15.4.1 I can not send text messages to any phone number. I can receive instead. My carrier cannot help me because the feature to remove or add or check the carrier Text Message Center number ends up in showing an error screen specifying Unknown Error. What can I do to fix this, except attempting to restore the iPhone to factory settings?

Could be you need a carrier update. Don't restore until you have done all the actions in here.
If you see No Service or Searching on your iPhone or iPad - Apple Support
Settings, Messages, Turn off iMessage
Settings, Face Time, Turn off Face Time
Restart the phone.
Settings, Messages, Turn on iMessage, SMS, MMS
Settings, Face Time, Turn on Face Time

Thank you! I did all the steps possible to try and fix this, including the ones provided in the link you provided. It seems to me all I can do is restore to factory settings which does not guarantee me it will fix the issue, or buy a new phone!
