Ringtones will not show up after downloading from the Tone store

Ringtones are not working — I paid and downloaded, it shows up under music, but it will not download when I click 'Download All Purchased tones.' No online resources are helping at all. I have restarted phone, signed in and out, etc. Please advise with an acceptable fix. Ridiculous to pay $1.29 for a ringtone and then not even be able to use this. Seems like it's a massive problem affecting most people trying to use custom ringtones.
