I have an Unlocked iPad Pro with v 15.4. I am attempting to use a non mainstream SIM card that I need to enter an APN code for. However, my iPad does not offer this option. I have seen an iPad Pro with a later version that does have this option. Do I need to need to download a later version to make this work?

Exposure of APN settings is entirely a function of the Cellular SIM. Unless the SIM is provisioned by the Cellular Carrier to expose this setting, you’ll not be able to configure the APN settings.
I tested a different SIM card from the same carrier and it worked. The issue lies within the SIM card that I have. I appreciate the help.
This setting should be available from the carrier. However, something might be wrong with my SIM. I have a colleague that has the same iPad with v14.6 and SIM that has this option. I will test another SIM to see if that is the issue. Thanks for the response.
