Had a sound of water running that started on my iPhone randomly with no apps open and no music/videos playing. Was able to adjust the volume up and down to make the running water sound louder. Sound would not go away until phone was turned off. When phone turned back on the sound did not reappear.
Check Settings>Accessibility>Audio/Visual>Background Sounds and see if that is on. If it is, turn it off. If on, you can tap on it and see what other settings are there. They are for helping to mask unwanted environmental sounds.

Unless it happens again, I wouldn't worry about it. Some app was making the sound and finding out which one would take an annoyingly large amount of time.
