There were no apps running when this happens. I don’t have to turn the phone off. I can just hit the lock screen button and when I unlock the phone it stops

Check: Settings>Accessibility>Audio/Visual>Background Sounds. You decide to turn it ON or OFF.

Phone randomly starting to make water running sounds in the background. Back on Settings are off.
