Call forwarding

I have an iPhone XR and I cannot find the call forwarding feature. I went into settings - phone - and respond with text is the last feature that I get in that list. No call forwarding option. My missed calls are now being forwarded to somebody else’s text free phone number’s voicemail and I did not set this up and I would like to undo it but I can’t figure out how.
