I am using a 4th gen iPad Air. I am trying to change settings so that downloading apps off the App Store does not require a password. But when I try to change the method from always require password to not require password, it doesn’t let me change it. Why?

You cannot disable that requirement for paid apps, and if you use FaceID or touchID, those are required for every downloads, free or paid.
