USB-C PD compatability?

I have a newly delivered refurb iPad Air 4th gen that shows Not Charging when plugged into a PD hub.

Whereas iPad + USB-C wall bricks and power packs will charge at full speed, so it's not clear what's not going right across the wires in the hub.

I used an Anker USB-C hub with PD in an attempt to charge/test my SSD transfer speeds for working on the go.

What hubs do this bit right and why is the iPad so picky?

You will have to contact the Anker to confirm if it should work with you iPad Air 4th gen. Apple Support articles only specifically reference support for Apple chargers and then only with iPhone, as seen here: Charge your iPhone with an iPad or Mac notebook power adapter - Apple Support. And even the iPhone support articles make a point to mention "A comparable third-party USB-C power adapter that supports USB Power Delivery (USB-PD)". See Fast charge your iPhone - Apple Support.

So that's kind of a catch-22. I don't know if you would ever be able to find a list of hubs and which devices they support. As far as Apple is concerned, it looks like only the iPhone is officially supported. For anything else, you just have to get lucky.

The reason why is more straightforward. Anything involving power is a safety risk. You don't want it to catch fire. Unless the device and the hub are in complete agreement about all parameters, they aren't going to allow power transfer.
