Markup in Books for IPad

Markup in the Books app won't work on ePubs for example, I think you need to try a PDF file. There are online converters that will let you convert an ePub file to a PDF file.

Pdfs have a markup tool but not books.

If you mean to write in the book, then that is not an option. It is an issue with copyright, on Apple’s part. So, all is operating as indented.
