Hi I live in Uk and my local cash generator store has an Apple TV 4K for £5 the sticker says faulty iCloud locked now thier worth £80 used and I love to resell for a profit so if I buy it can it be unlocked

Apple 4K Hi. I sold my 4K tv yesterday and with it I sold the apple 4K device. Do I need to disconnect the account for that device, or do anything? I can't ask Apple because i don't have that number. Can’t get previous owner Apple ID removed. It says account locked Setting up previously owned Apple TV 3rd generation. It says account locked. When I try to remove their ID and add mine, it says ICloud not available, and goes back to previous owner ID. Help please.
