Apple menu -> System Preferences -> Accessibility -> Display lets you adjust the contrast of the display.
Apple menu -> System Preferences -> Displays -> Colors lets you adjust the color temperature.
I find nothing on font color in Safari help.
I just looked at Firefox and the user can specify font color. Why not Safari?
