Any ideas on why I cannot move a pdf to another desktop?
When I try to move a pdf to another desktop it gives me the forbidden symbol.
When I open a pdf on any desktop other than 1, it will replicate the pdf across all desktops.

Based on your screen shot it looks like you are trying to drag Preview to a Desktop which has Preview already open. Try control-clicking on the Preview icon in the Dock, select "Options" from the pop up menu, and select "None".
