Msg notification issue

My phone doesn’t notify of text messages when the screen is locked. I get notifications for Instagram messenger but not my regular messages. I have gone through all the troubleshooting on the help threads and nothing works. If the phone is unlocked it dings but if it’s locked it doesn’t ding or light the screen up. I have done the latest update and all the appropriate buttons are selected in my settings.
