Apple watch locked to old phone, can't pair with new.

I upgraded my iPhone but forgot to unlock from my old phone, which has been erased and sent back for trade in. My new phone will not pair to my watch because it's locked to the old. The suggestion to connect to charger, press and hold power button and erase content does not work. Nothing happens on the press and hold.
