So I take a picture. I got to photos and select the photo. I get text at the bottom with a progress bar

This used to work transparently, but now it is stuck. What's wrong?????

OK, I just did a restart and everything is now fine.
As I said, it used to work transparently iCloud Photos is ON. Always has been. My point is that it isn't working.
my iphone won't upload photos to iCloud!
