Sync issues with Mac and iPhone -- but works perfectly on web apps/windows

My empty Music library will not sync, it is stuck on 'sending information to apple' and similar issues with iPhone, see below:

iTunes on Windows is working perfectly for me on the same network. I can add Apple Music content to my library and it will sync to the web app only on both Windows and Mac instantly.

This music does not sync to Music on iPhone or Music on Mac.

However, I can add Apple Music content to my library via Music on iPhone and this will sync to the web apps and iTunes on Windows. It just won't sync the other way around.

On Mac I have a constant 'sending info to apple' and if i cancel it it just turns sync off, and happens again when I re-enable

I cannot sync local files to the cloud from iTunes Windows, only Apple Music content. When I try to add local files to the cloud I get stuck on 'sending info the apple' on there also. But to re-iterate, Apple Music content works fine on Windows

So Music works everywhere apart from on Apple apps! Amazing :)

I have tried everything connected to a VPN also but no difference

Any fixes or do I just have to wait?
