Your iPhone can connect to all wifi networks out of the box, yes. You don't have to pay extra for WIFI functionallity

If you want cellular data you purchase it from your cell service provider. If you want internet via WiFi at your residence you purchase it from a local provider. Apple doesn't cell such service.
