You cannot change to an account that is already in use; even if by you.

Get a new email address for the new iCloud account and use the link posted above to change the new iCloud account to the new email address. That will free up the email address for use with the old ID.

Apple hasn’t published any guidance for using an address again. Normally, if your e-mail address was associated with an ID in any way, then it can't be reused as an  Apple ID email address for approximately one year. I have also seen posts that stated Apple told them there was a 30 day waiting period before the address could be used again. You can try waiting 30 days to see if that works.

If you used an alias of your Apple ID to create the 2nd account, you can't remove the alias from that account. You can't use that alias of one Apple ID on another account with a different Apple ID. That would be combining 2 Apple IDs, which can't be done.

If the address shows as a Reachable At or a Notification email address, you can remove those addresses from the 2nd account.
