iPadOS and System Data are taking up more than half of my 32G in storage, thats insane! HELP

I am paying for 50G of iCloud storage. How can I take as much as possible out of my iPad storage and put it in iCloud storage. How can I move everything except iPad OS and System Data to iCloud storage. How can I reduce iPad OS and System Data. Are old updates still on my iPad taking up storage?

Is Apple just trying to force the purchase of larger capacity device or sell more iCloud Storage?

It seems that the more capacity apple device I buy the greater amount of OS and System Data is used.

Buy bigger and proportionately loose more storage. Is apple intentionally saying keep paying us more or go to Android that all this issue covered and reasonable.

Any good advise would be welcomed.
