Hi Apple Community,
I am unable to FaceTime and iMessage a person. This issue is only with that person but I can FaceTime or iMessage anybody else. When I try to call the person it says, “Choose Another Phone Number or Email Address to Call ‘person name’ “
Please tell me the reason.

Have you tried using a different Phone Number or Email Address? Does the person have you blocked?
If you open the Contacts app and go to their card/FaceTime, can you start FaceTime from there? The screen shot appears to indicate it is blocked there.
yes it is blocked plus it says I can message but it always says not delivered.
It sounds like they may have blocked you if you are getting Not Delivered.
the person only has an iCloud email and I don't think he would block me
