Is it normal to feel vibration at the back of the iPad while charging? Just gotten my iPad today. 😔

As the iPad has no mechanical components, “vibration” would not be expected. However, the built-in speaker resonators are intended to improve bass response of the speakers - and if sound is playing, you may feel some vibration from the speakers.
Otherwise, the power-converter circuitry of the main logic board can, sometimes, be heard to make a low buzzing sound. While this is unusual, this might also be felt.
If you have any concerns at all, assuming that you obtained your iPad directly from Apple, you might be best advised to return the iPad to your point of purchase. When purchased from Apple, you have benefit of 14-days within which to return your device for an unconditional exchange or refund. Upon expiry of 14-days, you are in the realm of warranty support - within which Apple reserve the right to repair or substitute for a reconditioned iPad of the same model and specification.
As such, most contributors here would recommend that you make use of the 14-day unconditional returns period while the option remains available to you.

No. There is no vibrator feature in an iPad.
