Is it possible to transfer from sim to esim without your previous phone?

My iPhone 8 was taken and I can’t get into my Apple ID as a result. I’ve gotten a new phone but unfortunately my carrier couldn’t move my number over to my new sim, and neither could the new carrier. I want to get my old number back as a second line on my XR. The issue is, I don’t have access to the old phone, probably never will, so is it possible to transfer the old sim from my old phone/number to an esim for my new XR?
