Apple Pay Blue Circle with Question Mark

I have tried to make a few purchases using ApplePay through a shopping app, specifically Target. When I use Apple Pay as an option, where there is normally a blue circle with a check mark, there is a blue circle with an exclamation point at the bottom. I have reentered my billing information in my wallet, but no success. I can use ApplePay at standalone stores and other online platforms, but keep getting issues through Target. Anyone have the same issue? Thanks in advance!
