I purchased a second hand iPad mini and it’s locked. How do I unlock it?
You don't. If the seller did not erase it and get it ready for you to set up, then you cannot use it. Even if you do try to erase it to remove the passcode, then it will be activation locked and that cannot be bypassed.

If it had been correctly erased and setup for resale, all you would need to do is to turn it on and follow the onscreen prompts to set it up.
Return it for a refund. It can never be used.

Is the iPad disabled or Activation Locked? If so, the iPad is useless to you.

With documentary evidence that you are the original owner (such as sales receipt showing the serial number), Apple may be prepared to assist - otherwise they and nobody here will be able to help you.
