How do I get my new iPad Air to a) stop asking me to “scan in text” and b) give me back a keyboard so I can sign in to apps etc

Settings>General>Language & Region>Live Text = OFF.
When done, restart your iPad.
If you mean something different, please specify your needs better.

You can disable the Live Text feature in iPad settings:
Settings > General > Language & Region > Live Text - set to OFF
