my iPhone 12 Pro Max was shut off and will not restart. I need to reboot it or reset it to factory settings.

Some must have got my I could id
they used VPN & Devive manager to take over my phone
I have to turn network offf because I can shut VPN down ,
he got a private relay with icould , Apple id
So your phone shut off and will not restart?
