DESKTOP CHANGE PICTURE GREYED OUT

Hi have Mac OS 12.3.1

in desktop and screensaver settings the option to change the native desktop pictures every 5min,10min etc is greyed out? I have downloaded the images by clicking the cloud download icon. Yet in the folder location /system/library/desktop pictures there a no .heic image files just the .madesktop document file


is this a BUG?





However when you Select and Highlight "Apple" the option to change picture is available YET , it does not work ?


Please advise
