I don't have a subscription to Apple Music. I downloaded an album from Bandcamp. It's in iTunes but it won't let me add it to the library because Genius doesn't recognize my library. It says to turn off Genius but there's no option to do that.

Add to (cloud) library is a feature of Apple Music and iTunes Match? You state that you don't have Apple Music, but do you have iTunes Match? When iCloud Music Library AKA Sync Library is active as part of one of these subscriptions you won't see an option to turn off Genius. You need to turn iCloud Music Library off first, turn off genius, delete the file iTunes Library Genius.itdb, then enable iCloud Music Library again which will turn Genius back on automatically.
