I am not technologically adept but I was never able to use the built-in apps for mirroring to non-apple TVs ,or even "non-smart" TVs. If you have a smart tv, your iPhone or iPod/whatever should be able detect and transmit to it. The "dumb" TVs (like mine), need a dongle to receive the signal. Its code is alphanumeric (Apple seem to prefer all numbers.) so I was not able to pair. (however if you have a full keyboard you should be able to pair with it. For my tv, I found a suitable third party mirroring app to connect with it. But it still did not have the number of perks that an apple pairing would achieve.

Since you already came from the suggested article if nothing in there worked then your TV does not support Airplay 2 so you cannot mirror wireless without more hardware. You can purchase an Apple TV 4K device Apple TV 4K - Apple or you can buy a Lightning to digital adapter and an HDMI cable and do a wired connection: Lightning Digital AV Adapter - Lightning to HDMI - Apple
