WIFI calling is set on phone - can't make or receive when away from home internet

Is there a simple setting that I have turned on that is messing up the functioning of my phone that is causing me not to make it to the internet through my phone? If that is it - help me go through the process slowly to correct this annoying situation.

It is impossible to get to maps, email, storage, etc.
