I have an 8th generation Ipad Air, model # A2270 which comes with Apple Maps. My question is am I able to use the iPad in my car for navigation as I use my iPhone? I'm curious since the iPad doesn't have cellular capabilities. Because of the iPad larger screen it would be ideal for navigation.

ONLY if your iPad model is a cellular data model as ONLY the cellular data model iPads have the needed internal GPS antennas to communicate with GPS satellites.
Wifi ONLY iPads lack the internal GPS antennas needed to use the iPad as a true GPS device.

I've received conflicting answers but I think yours is the correct one. I don't believe I can use my iPad as GPS since I can't make calls on it.

Try it.
Navigation via GPS will work, so long as GPS coverage is available.
Geolocation accuracy using cellular is course, but can also work in situations where GPS signals might be blocked.
