Time Machine Memory Leak

I've had this problem in the past, but normal people will not be able to find and solve the issue. System data ~270gb on my 500gb flash storage. Backups if not left fully complete seem to store locally, this is a horrible design decision and I want to turn it off.

You can't turn it off but you can delete Local Snapshots
