Image upload through safari is broken!! WHY?!? So frustrating

Try booting to Safe Mode. That boot up takes minutes and clears caches and other things that may resolve your problem.

A lot of times just boot to Safe Mode followed by normal boot resolves problems.

If no problem in Safe Mode but problem returns after a normal boot that mean something is being loaded during a normal boot that is causing the problem.

For some reason, the top area where you can choose your albums, people, etc has been shrunk to a point where you can hardly seen anything.

What you need to do is to move the cursor until you reach the separating area and it changes to look somewhat like a horizontal bar with two arrows pointing up and down, and then drag to enlarge:

Does it work with another browser?

Maybe problem is that the format of the image files in Photos is not compatible with little beyond Apple devices. Thus, the website do not recognize the format as being compatible and thus not selectable. You may have to Export the images you want to a folder and upload from the folder. If it does not work with another browser that would tend to confirm that.

Every single time I have to upload a photo on any given website where it asks to upload from files and I get the options of iCloud Drive, Documents, Desktop, Shared, etc. one of the options is 'Photos' as in through my 'Photos' app where 99.99% of my photos are, and for some reason not too long ago it stopped working

I always move a copy to the Desktop to upload anything, for ease of access—this is with every browser I use—I never had a problem like yours.

It could be if you are trying to reach back into other apps and directories, ex your photos...

You have to add your Safari browser to "Full Disk Access" in the >System Preferences>Security & Preferences>Privacy

and compare your results

Try restarting in Safe Mode, and see if you can drag it then.

When you say you just get a "haptic feedback" - are you perhaps force-clicking?
