Charged while in airplane mode
If we are in airplane mode and using WiFi from our ship package in international waters, will be charged for any iMessages between each other?

Between iPhone users you will only use wi-fi data which I presume is included in your ship's Wi-Fi plan.
All parties must set up their phones to use Apple ID email address in Settings, Messages, Send & receive
Any Android users you text, the message may not even get there, but if they do they will incur unknown SMS charges.
