In my photo gallery there is a message that my iCloud storage is not enough so the photos dont sync. I upgraded my storage on iCloud so that my new photos can be uploaded to iCloud but the message continues there. How can it be solved?

I already checked all those pages and didnt work. I have turned on iCloud Photos (it was on preovius to upgrade my storage on iCloud account) and also have plenty of space on iCloud+ to store my photos there, it just does not work.
Any other suggestion?
It's not my problem the space available on iCloud. Its like the photo gallery does not recognize I have upgraded de storage on iCloud but when I go to iCloud settings I see my new storage confirmed.
The problem that I have is the uploading of the photos to iCloud.
What are the conditions so that the photos upload to iCloud? Does the photos upload while the phone is charging for example?
